30kp/h Speed Limit in Residential Areas

COMHAIRLE CONTAE FHINE GALL

FINGAL COUNTY COUNCIL

BALBRIGGAN/SWORDS AREA COMMITTEE MEETING

[Services A – Operational Matters]

Thursday, 10th May 2018

ITEM NO. 41

The Department of Transport Tourism and Sport issued Circular RSD (1/2014) to

Local Authorities on the Control of Vehicle Speeds in Housing Estates in October

2014. During March 2015 the DTTAS published Guidelines for Setting and

Managing Speed Limits. These guidelines have confirmed the advice to Local

Authorities to consider 30km/hr speed limits particularly where there are

vulnerable road users on housing estate roads and local residential roads with

no strategic or distributor function. A key objective of the Guidelines is to reduce

vehicle speeds in housing estates to improve road safety for all road users,

particularly children.

Proposals for 30kp/h speed limits in a number of residential developments in

Balbriggan/Swords Operational Area were approved in 2016 and 2017 and it is

proposed to continue this process in 2018.

The proposals for the introduction of 30kp/h speed limits for 2018 are as

follows:-

1. Ashfield Rise, Bath Road, Lambeecher, Balbriggan

2. Hand Park, Rush

3. Glen Ellen, Sandford Wood, Lioscian, Ardcian Park, Swords

4. Santry Close, Santry

5. Carr’s Mill, Somerton, Donabate

6. Fairways, The Spires, Donabate

7. Hazelwood, Barnewall, Beaverstown Orchard, Eden Grove, Orchard Close,

Donabate

8. Lambourne Park, Beaverbook, Donabate

It is proposed to initiate the public consultation process .
