ITEM NO. 31

Traffic Calming measures Palmer Road, Rush

Question: Councillor B. Dennehy

"To ask the Chief Executive to give consideration to the installation of VAS traffic

speed reduction signage on the Palmer Road Rush south of Palmer Avenue and

before Palmer Court in order to bring traffic calming measures desperately

sought be resident in the area due to the number of speeding incidents in the

area?"

Reply:

The Guidelines for Setting and Managing Speed Limits in Ireland lists vehicle

activated speed signage as a measure for encouraging speed reduction. Their

use is appropriate at specific hazards such as bends or junctions in urban or

rural areas where the speed limit is being exceeded or where drivers are

travelling at speeds inappropriate for the location. They have also been used on

the approaches to schools.

The guidelines advise that they are most effective for the first 2 weeks after

installation and that their overuse leads to over-familiarity by drivers and detract

from their effectiveness.

Traffic and pedestrian volumes are low at this location.

For the above reasons Palmer road where the speed reader has been requested

will not be considered for a speed reader.
